Them admitted the charge of corruption, but for the reasons set forth in the enclosed copy of a minute by the Attorney-General, it has not been deemed advisable to institute criminal proceedings against them.

As regards the two officers excepted above, their cases were brought to light after the receipt of the Sub-Committee's report, and they were accordingly considered by all the members of Executive Council, who recommended dismissal in each case.
I attach for your fuller information a copy of the written opinion of the Attorney-General in regard to these two cases, which also deals with the further case of Police Sergeant 661, Utter Singh. In accordance with Mr. Goodman's views respecting
